Job description

We are currently seeking a strategic, mission-aligned General Manager of Programs & Services (GM) to oversee and enhance the daily operations of our programs and services. This is a key leadership opportunity for a hands-on, visionary professional passionate about expanding access and driving high-quality behavioral healthcare.

The General Manager of Programs & Services (GM) is responsible for overseeing the day-to-day operational functions of the Behavioral Health Agency to ensure clinical and administrative excellence. The GM partners with the CEO and leadership team to execute the organization’s mission, run all services and programs of the agency, enhance operational procedures, ensure compliance with regulatory and grant standards, and promote a culture of quality, accountability, and client-centered care. The GM ensures that all programs and services meet clinical quality, operational efficiency, and financial goals while maintaining alignment with the organization’s strategic and operating plan.
Key Responsibilities
Lead and manage daily operations across clinical departments.
Collaborate with the CEO, Senior Advisor and CFO to develop and execute the agency’s business model and organization structure that align to the strategic plan, goals, and initiatives.
Develop and ensure that fee for service billing to insurance companies and Medicaid and costs charged to grants have the proper processes and procedures and are maximized to provide ongoing agency sustainability.
Ensure compliance with federal, state, and local regulations.
Implement and monitor quality improvement programs to enhance service delivery and client outcomes.
Manage department heads and directors; provide leadership, coaching, and professional development.
Oversee operational budgets, resource allocation, and cost controls; partner with the CFO to ensure financial sustainability.
Develop and implement policies and procedures to optimize efficiency, risk management, and service excellence.
Support recruitment, retention, and training strategies to build a high-performing team.
Foster a collaborative, inclusive, and culturally competent environment for staff and clients.
Identify opportunities for program expansion, innovation, and partnerships within the community.
Serve as a key spokesperson and representative for operational issues to the Board of Directors, funders, community partners, and regulatory agencies.
Qualifications
Master’s degree in Business Administration (MBA), Healthcare Administration (MHA), Social Work, Public Health, Psychology, or a related field required.
Proven success managing multidisciplinary teams in complex environments.
Exceptional organizational, strategic planning, and project management skills.
Strong financial acumen, including budgeting, forecasting, and contract management experience.
Excellent communication, interpersonal, and negotiation skills.
Ability to thrive in a fast-paced, mission-driven organization.
Preferred
Minimum of 10 years of progressive leadership experience in healthcare, behavioral health management.
Strong knowledge of behavioral health operations, clinical workflows, and regulatory requirements.
Experience leading CARF, Joint Commission, or similar accreditation processes.
Familiarity with electronic health records (EHRs) and healthcare technology systems.
Salary $120,000 - $150,000 annually
